Russian attacks have knocked out power in nine Ukrainian regions.
Morning strikes on Tuesday affected Vinnytsia, Dnipropetrovsk, Donetsk, Zaporizhzhia, Odesa, Kirovohrad, Rivne, Cherkasy, and Kharkiv oblasts.
Artem Nekrasov, First Deputy Minister of Energy, stated that Russia has continued its targeted and systematic attacks on energy facilities over the past 24 hours.
The state-owned electricity transmission operator, Ukrenergo, reported that electricity consumption on Monday morning was 1.6% lower than on Friday, 30 October. This drop resulted from restrictions imposed to manage the grid.
Rolling blackouts are being applied in some regions to balance the power grid and ensure stable operation. The most difficult power supply situation remains in Kyiv and Dnipropetrovsk oblasts.
During the week of 26 October to 1 November, Russia attacked the Ukrainian energy and oil and gas sectors 94 times. The Ministry of Energy urges residents to check updates from their regional distribution operators for the latest blackout schedules. Ukrenergo advises limiting the use of high-power appliances during peak hours, from 16:00 to 22:00, to prevent grid overloads.
